Welcome to First Time Delegates
If this is your first time serving as a delegate to district conference, welcome! The Wesleyan Church has 22 Districts in the North American Conference. Every district holds an annual conference when all the ministers and elected lay delegates from the churches gather to choose leaders, cast vision, hear from denominational leaders, find out about parachurch ministries, celebrate new baptisms, worship, and pray for each other. It is a long-standing principle in the Wesleyan tradition to have an equal representation of clergy and lay members of the conference. The number of delegates allotted from your church is determined by the number of church members. The total number of lay delegates is designed to equal the number of voting clergy members so that there is parity in those numbers.
In the Western New York District, we always begin the day in worship including The Lord’s Supper. District Conference is a time to recognize that we are part of something larger than just our local context. We are part of a district, a denomination, and the church universal.
Lay Delegate Apportionment
It is a long-standing Wesleyan Methodist tradition to have parity between lay and clergy representation at District Conference. To keep this parity consistent, each year the District Board of Administration assigns a number of delegates for each church according to its members and to stay parallel to the number of ministers attending district conference. The chart below lists the lay delegate apportionment for 2024.

Ordination Candidate
Becky Beers
Becky grew up in Orchard Park as the youngest of seven children and attended Orchard Park Wesleyan throughout her childhood. She came to salvation at the age of seven or eight in a moment when she was looking out the window and, hearing her mom vacuuming in the background, she pictured Jesus asking to come into her heart and clean it. She said Yes to Jesus, and since that time has had a desire to grow closer to Him. As a teenager, she began attending the youth group at Revive Wesleyan, which was the Wesleyan Church of Hamburg at the time.Under the leadership of Pastor John Wood and her Young Life leader Jen Eisenmann, she flourished spiritually as they encouraged her in her gifts of speaking and leading, especially with younger teenagers. One night she told a friend that she felt led to be a youth pastor. In high school, she led a small group for middle schoolers for several years, and eventually went to earn a degree in secondary education.
Becky enjoyed several years teaching high school English in the public-school setting, and after having her son Isaac and daughter Isabelle, she had the opportunity to go to seminary at Northeastern Seminary in Rochester. It was in the first two years of her seminary experience that Becky sensed God calling her away from education and into ordained ministry. As she processed this, God reminded her that she had sensed this even as a teenager, and that though she had ministered in the school system, He now wanted her to do so in the Church. Through the support of her husband Kevin, and her parents, siblings and friends, Becky has served as a co-campus pastor of Revive Wesleyan’s East Aurora campus for three years and recently completed her Masters of Divinity degree in May. She is excited to continue to follow God’s leading as she serves at Revive and works to build trusting relationships with members of her congregation and community.
Where do I go?
The conference is at Eastern Hills Wesleyan Church, 8445 Greiner Road, Williamsville, NY 14221.
The business meeting will be in the Multiplex Room (Room 9 on this map). You may enter through any main entrance, but doors 7 and 13 are closest to the meeting room. You will be seated at tables together with all your church’s delegates. Look for a sign with your church’s name. Your conference packet will be at your seat.

Western New York Ministry Training Program
WNY Ministry Training Program is an approved program for ordination and licensing courses in The Wesleyan Church. Dr. Dan Jones and Rev. Karen Tucker implemented this program during this past year. Four courses have already been taught and more have been added for the Fall 2024 and Spring 2025 semesters. ANYONE may take the courses for personal enrichment. You do not have to be an official Ministerial Student to enroll.
District Missions Director
Dear WNY friends,
2023-2024 has been an absolute whirlwind. Dave and I welcomed our son Samuel Jay in November and I enjoyed several months of rest at home with him. I am now back to work as a regional mobilizer with Global Partners. This year, churches around WNY have $1500 towards projects run by World Hope in Eastern Europe. These projects directly impact disabled children and under resourced teachers. We look forward to strengthening this partnership in the coming year.
Additionally our missionaries continue to thrive. Stacia in Eastern Europe, the George family in Australia , and the Austin’s, now based in the US. Please continue to pray for them and their individual ministries.
Refresh Directors' Report
As we prepare for our 10th year of directing Refresh this Summer, it is good to take a moment to reflect on last Summer’s camp. Actually, ‘camp’ is not quite the right word. We are blessed to be able to hold this special week in the life of the district at Houghton University and, through the coordination efforts of Becca Crouch, we are given excellent accommodations and use of the facilities.
In 2023, we were blessed by the preaching ministry of Pastor Mark Wilson and the musical ministry of Chris Stephens. We saw an overall increase in attendance from the previous year. We want to thank our entire team for their faithfulness in serving and helping to create a great week. Our goal now is to continue building post-pandemic momentum so that Refresh can be as financially sustainable a ministry as it is a spiritually beneficial one going forward.
Our dates this year are July 21 through July 26. Evening services will feature speaker Daniel LeRoy. Pastor LeRoy has served The Wesleyan Church as pastor, church planter, District Superintendent, and, most recently as an author writing about our holiness heritage. Back again to lead worship will be Chris Stephens after doing a wonderful job last Summer bringing together music both old and new.
We look forward to a wonderful week full of faith, family, food, fun, and fellowship! If you have not yet registered for Refresh, please do so ASAP by visiting refreshathoughton.com
District Youth President Report
The major highlight from this past year was the International Wesleyan youth convention, “Follow 2023”, in Cincinnati. The district provided transportation for 127 students and staff to attend this powerful event. The Lord moved in the hearts of everyone who participated. In addition, the district winter retreat at Penn York Camp, held on Jan 26-28 was also an incredible blessing for the 120 or so who took part. I am very grateful to this district for investing in the lives of our teens. These types of events give time and space for us to seek God, to focus our lives on Him and on His word, and to be a part of His work in our world.
Here are some ways that the district can offer support for your youth ministry:
- Training and support in youth ministry and Safe-church practices.
- Youth Ministry 101 –During Refresh camp 2024 – Come to this workshop to get help planning your youth ministry for the upcoming year! Whether you are a first-time youth leader or a YM veteran, you can expect a personalized look at some of the basics of youth ministry and get input about your specific situation.
- “Stewards of Children” child sexual abuse prevention training course – We are making this training available as a seminar at Refresh 2024, at no cost for all children and youth ministry workers in our district. This course satisfies the national office guidelines for “best practices” in youth and children’s ministry. If your team can’t be at Refresh, we can arrange a time to come to your facility and do the training for your children and youth ministry staff. Give Pastor Jon a call for more details.
- Continue to help make district-wide events more financially viable for students: We are building intentional budgets with an eye toward supporting district events and making them more affordable for your students!
- The Regional Follow Youth convention is on for April 11-12, 2025 at Revive Hamburg. Put it on your calendar now!
- District Winter Retreat at Penn York Camp will be held on the last weekend in January, which is January 24-26, 2025. We would love to have your group involved this year.
Please know that I would be happy to talk with you about your youth ministry. Feel free to give me a call! Please pray that God will make our churches places where young people are drawn into transforming relationships with Jesus. Pray that our youth will experience Jesus in personal and powerful ways as we worship and serve together! Also pray that God will enable each of us as adults to live our lives with Christ in such a way that young people in our spheres of influence cannot help but be drawn to Him. Finally, pray for our study of God’s Word, that this solid foundation will result in students who are effective, lifelong, servants of Jesus Christ, May God richly bless you in this upcoming year!
Jon Cole, District Youth President
Urban Advocacy Team Report
Thank you for your faithful partnership with us through Urban Advocacy for these last 10 years! Thank you for your many prayers, generous giving, and loving collaboration with ministry in the city!
Last July was a beautiful example of that partnership. At that time, about 500 asylum seekers were unexpectedly bussed from NYC to Buffalo. Our district churches responded generously to the huge and immediate need for clothing, shoes, and personal care products.
Also, in mid-December, Vive (the asylum shelter directed by Jericho Road Community Health Center) moved to its desperately needed new site on 1500 Main St. This transition wouldn’t have been possible without the incredible support of partners like you. Vive is the largest asylum shelter in the US and Canada. Last year, over 3,000 people found refuge at Vive.
Ruth’s work is focused at Jericho Road Community Health Center, where she serves as the Director of Spiritual care. JRCHC is dedicated to delivering exceptional medical services, especially to those who face obstacles in accessing healthcare such as impoverished families, refugees, and immigrants. Jericho’s purpose in this work is to demonstrate the unconditional love of Jesus. Spiritual care is provided primarily through pop-in visits with the patients before the medical exam. This last year, 69.6% of the patients seen by the spiritual care team were open to spiritual care.
Since 2014, Houghton Buffalo has served over 150 students, and the majority have received their two-year associate degree. The sites at Symphony Circle with a rich diversity of students from new immigrant families, Hope House in partnership with PeacePrints of WNY, and the beautiful King Urban Life Center on Genesee have all served well as sites for transformative learning. With strong wrap-around care from Houghton staff, graduates have moved on to successful realization of their goals.
Teaching religion and Bible classes, I (Steve) have had opportunity to witness to faith among students from diverse faith backgrounds. I’m thankful for graduates who continue their studies and exude the joy of Christ at Buff State, other schools, or in the workplace.
Happy news came from Pastor Yoshua Bashizi whose wife Godefride gave birth in May to a baby boy, Akonkwa. Please pray as this couple continues to await the immigration process and for the Mission of Christ congregation.
Grace Community continues to reach out under the faithful leadership of Pastor Barbara Farrow. Its impact extends far beyond the walls of the church building in service to the neighborhood.
Thank you for all your support and prayer for the city.

Articles of Religion Video Series
I love learning more about what we believe as The Wesleyan Church (TWC) and that’s why I’m especially enthusiastic about the Articles of Religion (AoR) series. I’m privileged to join an amazing group of contributors who will cover all our essential doctrinal statements, each highlighted in a brief, accurate and accessible article and video. Understanding more fully what we believe benefits us individually as we love God with all our heart, soul, mind and strength. Increasing clarity in how we conceptualize our common beliefs also has the collective benefit of uniting us in our Christian faith. – Wayne Schmidt, General Superintendent of The Wesleyan Church

Crystal attends First Wesleyan Church of Bradford, PA where she has served on the board for almost 2 decades, including the current Vice Chair and Spiritual Formation Director. She helps lead youth group, teaches children’s church, has led VBS for the past 6 years, facilitates new classes and monthly Family Nights, along with various other “odd jobs” around the church. She loves being in church and going to the beach as a close second. She reluctantly began attending with her parents at age 14 and accepted Jesus as her Lord and Savior at youth camp Li-Lo-Li the summer of 1995. She and her husband, Corey will be married for 25 years this August and together they have two adult children, Keagan and Emily, and a slew of pets, including 3 grand-kitties. Crystal is a licensed insurance agent by day, but her passion is disciples who make disciples who make disciples and believes everyone needs a small group! She loves music, reading, Mexican food, warm weather, spending time with her family and Penguins hockey. (Go Pens!)
Steve Boothe
District Board of Administration, Lay Nominee
A life-long WNYer, Steve earned a bachelor’s degree in accounting from SUNY Fredonia and has nearly 3 decades of service as an auditor for the NYS Department of Tax & Finance, where he is currently a Team Leader. Steve accepted Christ at an early age and first became active in his church as youth group President where he prepared small sermon programs. However, his relationship with Christ became stagnant. His walk with Christ truly blossomed in the early 2000s, when he began attending Christ Chapel Wesleyan in Silver Creek. Steve is currently Christ Chapel’s Vice Chair and long-time treasurer. He has also served as a Sunday school teacher, usher, worship leader, and food program volunteer.
Steve has been active in his community, serving in various roles in Hanover Little League and is currently finishing his term as an 11-year member of the Silver Creek Central School District Board of Education. A passionate advocate for the education of children (especially those who are disadvantaged), Steve helped institute programs eliminating the parental burden of purchasing basic school supplies (no more back to school lists!) and a weekend food backpack program. As School Board President, he helped lead the District’s response to the Covid pandemic and its uniquely frustrating educational challenges. Steve and his wife of 28 years, Christina, are proud parents of Hannah, Olivia, Sarah, and Thomas. Steve thoroughly enjoys spending time with his family playing games along with rooting on his Buffalo Bills, New York Yankees, and Chelsea FC.

Tracy is very active in the mission field and is an ambassador for Indian Gospel League’s “Love One More” program. She loves Jesus and wishes to honor Him all the days of her life.

He holds a BA in Religion and Philosophy from Roberts Wesleyan University and a Master of Divinity from Northeastern Seminary. Ordained in the Wesleyan Church on October 22, 2023, Rev. Duncan is deeply committed to fostering an authentic community that embodies the love of God and extends that love to neighbors. His ministry is characterized by a heartfelt dedication to spiritual growth and unity among diverse people groups, reflecting his belief in the transformative power of faith and reconciliation. Rob Engler
District Board of Administration, Clergy Nominee
Rob has been a part of the Wesleyan faith community since 1995. He has served the local church in several capacities over this time period. At Big Tree Wesleyan Church, he took on the roles of youth pastor, college ministries director, and missions/outreach from 2005-2015. During those years, the Lord impressed upon him a calling to serve the church and its people as a senior pastor. This calling led him to serve in Penfield, Fillmore, and most recently the Orchard Park community, where he has been for a little under 2 years. Rob is excited about the ministry opportunities and partnerships that are present within the Orchard Park School District and the larger community. Rob is an alumnus of Houghton College and also possesses a master’s degree in Transformational Leadership from Northeastern Seminary. He is married to Amy and has six children, ranging in ages from 24-11. He enjoys being outdoors but more specifically, fishing and hunting in his spare time.
Paul Gartley
District Board of Administration, Clergy Nominee
Paul Gartley is the Lead Pastor at Revive Wesleyan and has been on staff since April of 1999. During Paul’s time at Revive he has served as the High School Pastor, Pastor of Student Ministries, Outreach Pastor, and Wholeness Pastor. Each of these opportunities has helped prepare Paul for his present role. In the Fall of 2021 Revive adopted a new mission statement to Pursue the Father, Proclaim Jesus, and Participate with the Holy Spirit. Revive’s goal is two-fold. They desire to build strong believers who impact their communities. Paul understands Revive can’t be primarily a Sunday experience with a youth group. He desires for Revive to be a body of believers who go outside the walls of the church to pursue, proclaim, and participate. Why? Because Christians are called in the Great Commission to bring the Gospel to all. Christians are called to love others. Paul’s heart is to find ways to serve out in the world where people are. Paul is native to WNY and as a result has a firm grasp on WNY’s unique culture. His heart breaks for as many people as possible to discover wholeness in Jesus from our Post-Christian, Post-Modern communities. Paul was ordained in the Wesleyan Church in 2004. He is married to Holly, and they have three wonderful children.

Most of Robin’s ministry has been in this district except for four years as an assistant pastor in the Indiana South District. Wendy Glendenning has been in the WNY District since childhood. She has been married to Todd for 35 years, and they have 4 children – a son, Levi and daughter-in-law Kortney, twins Leah and Cori and daughter, Jaimee. They also have a two granddaughters and a grandson due in August, their latest delights! Her journey to know Christ started in 1st grade summer Bible School at OPWC. She vividly remembers asking Jesus into her heart at the tender age of seven. Her spiritual formation continued, especially after her parents came to Christ and decided to attend there regularly. That decision and the subsequent relationships formed there proved to be life-changing. Wendy would describe her journey as steady (with some bumps, of course!). Opportunities to serve as a teen/young adult, serving alongside Todd in his Youth, Assistant and Lead Pastorates, as well as mothering, were instrumental, soul-searching, and growing experiences. She has both pastoral ministry and laity perspective and her influence has included Youth/Children’s Leadership Teams, Women’s Ministry Team (both local and district), pre-marriage counsel, mission trips, etc. She feels she serves best in supportive roles and her ongoing desire is to “consciously depend on God”. Wendy would welcome the opportunity to serve again on the District Board, using these experiences to provide input.
Wendy received her BS in Social Work from Roberts Wesleyan and worked for 10 years at Spectrum Human Services – ultimately as Social Club Director. She started eldercare about 13 years ago and currently is self-employed, working from Fox Run in Orchard Park. In her free time Wendy enjoys the outdoors, non-fiction books, biking, and time with friends and family. She and Todd try various projects, including meat chickens, and the latest, building out a “Campulance”. Grandchildren, however, have trumped all our various projects!

His work responsibilities consisted mostly of soil boring, well drilling and heavy equipment operations. Under the pastoral care of the late Rev. Fred Moore, Mike gave his heart to the Lord in the summer of 1997 while attending Bethany Wesleyan Church in the Penn-Jersey District (now the Northeast District) of the Wesleyan Church.
In 2007 while attending The Gospel Chapel Wesleyan Church in Northampton PA, Mike began to sense a call to ministry and after seeking counsel from his pastor and friend Rev. Mike enrolled in the FLAME program of the Wesleyan Church, and in 2009 Mike earned his ministerial license and joined the staff at The Gospel Chapel Wesleyan Church as Pastor of Youth Ministries.
